Ugly Truth: India's development

Every where I find news these days about Indian development, growth and prosperity. Sometimes it makes me crazy and sometimes sad. I am really confuse about the development word. What does it really mean? Still according to world bank data's that 70 % of India's population are below poverty line(BPL). From my point of view, India is not poor but Indians are poor.  Still people staying in sand made home, forced to drink savaged water. Still children under 14 year of age working in factory or in house as maid. How we  can say that we have developed? Not a single step.
First source of development is implementing good educational system. Its government responsibilities to give free and fair educations. But as usual govt fails.
Recently i heard a news of Assam that few people were falsely running a school and state govt was paying money for the post of principle and teachers. Although name of school only existed in paper. First and most important step towards the development is education. Yes it is true that govt has opened may schools, but are there any quality teacher? Good education system makes good society and at the same time they can use latest technologies to solve problems of day to day life. Also they would aware of dirty politics of cast and greed.
